This is a video of how to pass this level, which illustrates how to get the dragons to their exits.
On your screenshot there is no sign that your dragon is stuck. I think you only needed a lollipop hammer to pass: Match the three green candies on the bottom right to bring the horizontal stripe to the bottom row on your screenshot. Then hit that horizontal stripe with a lollipop hammer and you should pass. I think the dragons only drop one row per move, so using party poppers on this level is probably not the best strategy as you would need rather a lot of them.
no! I used lollipop twice instead but no use. When the game restarted and the dragon state at the same position, it can be moved. so I claim this is a bug!

I am sorry to hear about the glitch you are experiencing in your level!
If you watch the video, the Gummy Dragons are dropping down correctly! But, I am not sure why your last Dragon got stuck!! If you have used the Party Popper, that should have cleared the path and you should have won the level!
Let me play the level and see if I too experience this glitch!! If I did, I can report the level to our Community In-charge.
With regards to the lost boosters, please contact King Player Support team and request to reimburse your boosters.

I raise the request for refund and the program make many bug in last week for thunderbolt color bomb, like single attack if two color bomb mixed or the position is stuck

The glitch with the explosion from 2 Super Color Bombs is being investigated and only the game team can bring in a fix for that! So, I am not sure how helpful Player Support team can be for that particular issue!
But, if you have received an automated email from them, please send a reply through that email and provide further details and also attach screenshots (if you have saved any)!
I didn’t, why I need spend time to helping you bug fix it and you don’t found in your monitor tools and UAT env

When I have requested you to send a complaint to the Player Support team in my above comment, it is to help you as I thought you should not lose your boosters due to a glitch in the game.
Sending a complaint to the Player Support team will help us - the players, but not King😉
