This is an orders level, you have to collect Jellies, clear the cakes and destroy the spawners to complete the level.
The spawners will give you the Jellies fairly quickly so you don't have to worry too much about destroying them too early, you would be very unlucky to destroy them both before you get the chocolate. Concentrate on clearing the cakes and everything else will follow.

Your task is to collect frosting, among other things, which is generated by the two magic mixers. If you destroy the mixers before they produce enough frosting, the game will end.
Avoid hitting the mixers and wait until they have produced enough frosting. Clean up the frosting that is being produced, but be careful with the cakes. If you remove three or four cakes, the mixers will take heavy damage and likely be destroyed, and you'll receive that error message.
Count the number of frostings that is on the board and the number that you still require. Once you have enough frosting, it's safe to clear what's left on the board.
