Been on it for weeks now. HELP PLEASE!
I was right: There is a lucky board, and it was induced by the game for me this morning on my 6th attempt. The game gave me one hour of starting colour bombs, and when I came to lose my last life it gave me timed wrap/striped candies from the fishing boat. The next attempt this is my starting board:
I have the choice to play either a colour bomb wrap or colour bomb stripe combo. I chose the wrap.
The fact I have two new wrapped candy now is a good sign. I made the purple match here as the wrap will free the second colour bomb without exploding it and clear several blockers.
I was hoping to make a double colour bomb combo but this was not possible, so not sure what to do here I was making the moves the game suggested. If I have a lucky board in which the game is nudging me on to pass then sometimes playing the suggested moves in the mid section of the level will bring down the candies I need.
When we get to the last 7 or 8 moves we need to look carefully at what is the best move to now clear the board. I played the purple match near the bottom right because it would remove the most blockers including the last liquorice. At this point the game was suggesting different moves and I usually find that by the last few moves it's best to not follow suggested moves.
I now clear the remaining blockers really quickly and actually pass with 4 moves spare. At this point there are multiple level winning move choices. I played the purple match to free the dragon.
If you don't see a lucky board once the game gives you timed starting boosters check you are playing the latest update of the game. It is possible that King have made this level easier since you started playing it weeks ago. Watch out for that lucky board. It is needed to pass this level.

This is one of the older levels of the game and with so few moves relies heavily on a lucky board. Generally with levels like this one you need the game to help you by dropping the right candies on those first few moves. Take a look at this video:
The video does illustrate how this level relies on making wrap/colour bomb combos and to pass. I think in this video Johnny knew this as there is a period he spent several moves at mid point to bring that first colour bomb and wrapped candy together. As you can see in the last 3 or 4 moves this lucky board helped pass the level by virtually finishing the level off for him. Now the level has had moves removed I am not sure if this method of waiting for and spotting a lucky board will still work with no boosters. I do not know when King changed this level down to just 16 moves. If you have been stuck for weeks then maybe you remember when moves came down? It is rated "hard" so I would think that there must still be lucky boards to allow you to pass with no boosters or with timed starting boosters that the game gives us for free. I would suggest you play the first few moves that the game suggests and watch out for opportunities to make double colour bomb combos, colour bomb + wrap combos and wrap/stripe combos. If you think you may be lucky, e.g. if the game helps you create a colour bomb, then play carefully and watch out for any opportunity you get to make such combos.
