decide what booster at the start of a level

I think that I Should be able to decide which booster I want to use at the start of a level. It only gives the boosters they think we should use in that level but I feel I should be able to use any of the boosters that I have whether it be sprinkle bomb the wheel or the wrapped candies or the fish. They should all be listed and available to use
