If and when you can only make one move, with no impact to the goal of the episode (clear gel, drop fruit, get candy, etc) that move should be free (not counted) . Only when there is only one movement available in the board. I have found my self with a board that does not give you any choice of movements, so there is no challenge, I just follow what the algorythim gave me.
