Thank you for tagging, I was able to check the message immediately
I think you will be receiving the new feature "Mr.Toffee's Fair" within next couple of days! That's what happened to me.. the Quests disappeared on a Thursday and received the new feature arrived on Friday of later week. So, with that guess, you should receive it soon
Also, like I mentioned above, you could try to delete the game App and re-install it on your iPad and check if that brings "Mr.Toffee" sooner!! Please let me know what you think, and we will go from there

I understand the need of boosters in hard levels... and you are in higher levels too!! Can you please provide few more details for the team look into the issue? When did the issue start? Did Mr.Toffee appear at all? How long has it been since the "Quests" disappeared for you? Did you try the trouble-shooting steps such as these --
For iOS device -- https://community.king.com/en/blog/discussion/246638/is-your-game-crashing-on-an-ios-device
For Android device -- https://community.king.com/en/blog/discussion/234676/is-your-game-crashing-on-an-android-device
Try those above trouble-shooters and check if the "Quests" appear in your game. If it doesn't help, I would suggest you to delete the App & re-install it. Since you do not have any boosters, there is no worry of loosing them with the Re-Installation process. Usually, this helps many issues along with "Freezing, Crashing, Updating, getting New features, etc., etc.,
If the above steps did not help, please provide below details --
1) The Device you are playing?
2) The Platform you are using? Facebook or Kingdom account or Windows 10

Lost quests 12th March. Never seen Mr Toffee. Have tried all trouble shooting suggestions. Play on ipad usually, rarely on iphone. Both synced. Platform, don’t know. Not Facebook or Windows, so presumably Kingdom. ID 10153317973555950
