A "blank" bubble in level 22 can't be burst.

Played level 22 twice. Both times, a blank moved into a bubble location (far right, 3rd row down) and the blank never moved after lower tiles were removed.  The first time, I kept trying to make words using the blank but the * would never appear in the word, and it would not count the * as a letter. The second time I was able to maneuver a line blaster to to take it out; the other letters were removed but the bubble-enclosed blank remained. Is there a secret, or is this an error in the game?
