Level 347 -- From 23 moves to 15?

Has anyone successfully completed Level 347 with 15 (or 17) moves? I don't believe it's possible but at some point there were apparently 23 moves in this level, which is more than enough to complete the level. It appears to be just a way to force people to purchase gold bars, which defeats the whole purpose of the game (to beat it without cheating).
