Artifacts - stars - tier3

I played all the available levels and I still do not get when and how i can use an artifact in its full potential (let's call ot tier3 gold). I see i collect stars, but the number does not grow and it is stuck at tier2 (silver). Where are the instructions about these features?

Tier3 gold means you have gotten 3 stars on every level of an island.It is easy on the first one and all the trickier beyond .Especially over 500, I can hardly get 3 stars.
