I am getting charged for $21.99 for the max lives three times now and have not received any.

I have tried three times to purchase the max amount of lives and three times it said I already had a purchase that would be reactivated or whatever. and then I have  been charged for those three.  Either give me the lives or give me my money back. It just circles around no matter how many times I get back in to it or turn my phone off and on.
