Said that I have 3-4 per boosters in the bank (on the right side of the game). Only showers one, If I use one, it takes a long time to regenerate. Question is where are all of my boosters?

All YouTube videos show half cobwebs in the top row. Now all flares are hidden behind webs. I've been working on it for weeks, used a lot of boosters, I can't do it. There are 2 moves less to play now. Why has this level become more difficult? Thank you.
