I tried this out myself last night after reading your post and uninstalled and reinstalled the app then started a new game. I saw the event at level 10 after getting the keys to enter Candy Town, so any player starting a new account and playing to level 10 would enter. I had to play a total of 20 levels to qualify. That's a great observation, thank you, and does reflect what I felt might be going on here. As you state, there is no visual information on the number of hits required, which is not good.

I don't think this is possible. The best way would be to buy a gift voucher and send this to your mother to redeem the code herself. The makers of Candy Crush are very strict about stopping players from moving gold bars from one account to another. They don't allow it and so it's not possible.
