If you want to try uninstall and install steps, you have your gold bars are saved/transfered but all of the boosters have lost and some events will be reset and gone.

Please exit from the game, turn off your WIFI/data in your mobile, wait for few secs or more, then turn back on the WIFI/data in your mobile, access the game and try to send a live or check mailbox. Also, please make sure the internet connection in your area is stable and your line is not cut-off etc.
Do let us know if such issue still persist and provide us the phone model that you are using to play the game to enable us to further diagnose the issue.
