I would choose move C, hoping that the Arcane Bubbles would eliminate any bubbles left after hitting the Fire Arrow.

Actually there could be a either option option b if hit right will clear it by hitting near the line blast bubble and option c if hit by the blasting arrow and the line blaster

But in this case option c is the one I would choose

I may be wrong, but for me the only guaranteed shot to clear the screen is:

My reasoning which I omitted to give:

The shot will hit the green bubble, removing everything to the right and the green bubble above. It will also hit the arcane bubble, which will hit the one above it and eliminate everything to the left.
