Double billing

Originally when you wanted to fill up the pig you had to pay for it and then the pig. Then it was changed to where the pig filled up and then you paid for it. Now it’s back to the original way. The bottom line is in doing the switch you are double billing people! As far as I’m concerned this is fraud. I want a refund on my last billing
