Boosters (lollipops of all variants) are only stored on the device on which you won them. Your game progress and gold bars are recorded on King servers, so you can play across devices.

When I buy a new phone, I install the game and log in. While I continue to play on my old phone and use up my boosters, I work out new boosters on the new phone. I play the daily quests on the new phone and pick up the boosters from the Dachs delivery service.
I hope you still have the app on your old phone and can use this strategy.

@lugoc2000 I'm sorry you don't have your old phone anymore. You can then only try to win boosters again on your new phone.
Complete the daily quests and get rewards from the dachs delivery service.
Wow, that's too bad, in candy crush soda they gave me support and gave me back boosters free

Hello again @lugoc2000, Have you gotten confirmation that your boosters will not be restored? I submitted the request to have them restored and assumed you would have them back within 24 hours.
