Boosters are saved directly in your device's memory, which always allows you to use them while playing offline. This also means that if you delete and reinstall the game, then Boosters can be lost and just saved Levels.
It’s best not to store too many Boosters on your device, as there is a chance they may be lost, or affect the game play. and save your game in Facebook and King Account.

Sorry this happened to you, please log out, restart device, wait a couple of minutes and log in and see if anything changes.
Your ipad should get the last level your old device was at when it was connected to king server last time. if you can access your old device , replaying the last level, while making sure the game has internet connection, could help syincing the right progress. Maybe your gold bars didn't get properly synced because of a glitch, it happened a couple of times to me too randomly because I didn't do anything, no device changed, but the right amount came back by itself the next day. So it could happen to you too, hopefully.
Though, if neither the right last level nor the missing gold bars come back please contact customer care to explain your problem so they can see what went wrong in your game and restore your progress and goldbars. To contact them please click pink gear icon in your game app, then "?" mark, then choose a guide topic, "my game progress" for example. At the end of the page you'll see "contact us" circled in green, please click the button and fill the form.

If you change your device you should not lose your progress and gold bars. But you will lose your boosters.
For your loss of progress below link.
But for loss of gold bar you have to directly contact with player support through your game application and i hope you will get a reply in your favour. Or you may contact them through below link.

Gold Bars as your levels are backed up to your Facebook or King account.
Please make sure the game is properly connected to your account on your old device so all data is backed up. Then disconnect and reconnect on your new iPad.
If you then still miss any purchased items, email Player Support from the game's Settings and Help Center so they can check it up.
