The refunds are handled by Apple only since only they have access to your payment details on your Apple-ID, but could you let me know your Game ID so I can check up what and when was purchased in your game?
Also, if purchases have been made with your Apple-ID and you have not lent out any of your devices or given anyone else the permission to access your devices where your Apple-ID is logged into and also have password or face recognition required for all purchases, I would recommend to contact the police regarding this.
