LLevel 3469 solution
Thanks. It is not the first time I feel that I have been cheated by the game like this but never catch a screenshot to prove anything. It's good to know I'm not mad and that you have seen it too.
I have two versions. One is that the purple stripe somehow escaped the blast and didn't activate. In my own videos, I've seen instances where a candy that was falling escaped the blast of a vertical stripe and survived.
Another version is that the purple stripe on the last screenshot is a new one that just dropped from the dispenser, so the combo went in the right direction, but only removed one layer of frosting. I've seen stripes behave in this way before, but I'm unsure if it's a bug or a part of the game's mechanics. I've noticed that if three stripes fire in the same row/column, the impact is as if there were only two. I'm not sure if it's always happening, but there have been cases where it has happened to me. That's something that needs more testing.
I deleted this question about what happened to me while trying out this level earlier because I thought I was being silly, but have since thought otherwise. On this screenshot below:
Making the double stripe combo in the direction indicated by the arrow should free the dragon, should it not? It would create two strikes vertically and there are only two layers of frosting. I cannot figure out why I got this result instead:

I am pretty sure my fingers didn't slip. But it looks like the combo fired off in the wrong direction.
Christine, I share your sentiment that finding solutions to beautiful old levels that were designed by humans is a much more fulfilling and rewarding experience than just progressing for the sake of it. This is what I mostly do nowadays, playing old levels in the 7000-11000 range. I really enjoy studying their mechanics. I can confirm that there are indeed solutions that include fish, and I must admit that despite my general dislike of fish for the negative impact they have had on the game, I do find them very useful. I don't mind if the solution I find includes the fish. Understanding the complex behavior of fish is interesting enough for me, and finding a solution where I intentionally use fish as a part of a strategy is satisfying.
As for the different win conditions that us and players passing the level as new may have, this is very likely true. However, this is more likely to affect the timing of the lucky board's appearance than the boards themselves. The lucky boards are probably the same for us and them, so it's still worth the effort to study them and demonstrate how they might look.
You are right, if passing a level and winning an episode is your purpose of playing. For me that is not so. My purpose of playing is to have fun and enjoy my game.
Both @MannyFae and myself have wondered about this in the past, whether the win criteria are different for new players. That is one reason why I keep creating new test accounts. I am still undecided if this is the case or not. Either way there are definitely win boards out there creating and using jelly fish. The AI writes these new lucky boards into the game. What I think I have now discovered is that there are lucky board variants that include the new fish and also those that predate them, old algorithms like the ones that Johnny Crush and Suzy Fuller used to post on YouTube and I think I can tell these apart now. The AI picks some new and also some old ones, depending on what it has input to achieve. So you could have five "fails" followed by one older "pass" followed by a new "pass" (using the jelly fish) followed by a new "near miss" board (also using the jelly fish). These boards might be randomised, for all I know, and they may well be different for new players and for old players scrolling back. I am trying to get to the bottom of it, but quite frankly the rewriting and reshuffling of the game is outpacing my willingness to keep testing. All I can say is that I personally find the new algorithms - pass, near miss, or fail- unsatisfying to play, unenjoyable, and also insulting because they are so transparent: Letting a player pass with moves to spare, just following the hints?! You made the point, that is my issue exactly! On the other hand I do still really enjoy finding the older lucky board solutions that require me to think. There are still some in there.( I posted one beautiful example in Discussions, but the post went for approval. That is just so frustrating)

Since they moved the levels around I have been playing some of the new end of Episode levels.
I came across one that I thought required boosters to complete after failing several times (unfortunately can't remember which one, but between 4000 and 4650). I decided to play every move using the hints, including creating Fish, and I completed the level with moves to spare.
One thing I think might be a factor is that I haven't started a new game. I imagine that people playing a level for the first time receive different win criteria than someone replaying a level.
It actually means there might be no reason to replay levels to help as my level might look the same but King has no incentive to force me to complete it quickly so I receive a different win condition than someone playing it for the first time.
This again is very interesting @Alienscar . I wonder if what you are saying about creating fish when prompted is in fact a complete no-go area. I am at the brink of turning off hints now because of this insistence of the game that we create jelly fish. I have almost literally never found this action helpful at all. Very occasionally, on the last two or three moves of a level it may be the winning move, but near the beginning of any level I consider creating jelly fish a complete waste of a move.
The new jelly fish are doing the job they are programmed to do: They function to help the game achieve the outcome King want us to have. They are not in the game to help the players, but to achieve whatever outcome is written into the board. If this is a "fail" or a "near miss" board then the jelly fish will do that job exactly and actively hamper players. Anyone looking for a free solution to any nightmarishly hard, legendary or super hard level, I would avoid steering clear of those new jelly fish altogether!
Yes @christinewupp my first five attempts were fairly similar to yours. That is, because I had the 30 minutes of striped/wrapped the game started with a Colour Bomb and Wrapped side by side on the first attempts. As we all know though this is a red herring. When the board is as restrictive as this a CB/Wrap is a waste as there aren't enough candy to convert.
I do wonder about the Fish as they just weren't doing their job at all. It makes you think that King has forgotten that they have changed the Fish and that levels still need the old Fish in order to work. Note that I am talking about Fish that I created. When the game suggests a move to create a Fish I do that move as I think it helps.

Thanks for trying out this level. I did come across several boards in my 51 attempts where I thought that a UFO would have helped pass it. It very interesting that you found the first five attempts so hopeless. The fish do indeed ruin many levels now. This is one of the gripes I have with the game in the last week or so. I think there are some new boards added by the AI that contain a lot of fish and no luck at all. Those are now clogging up what used to be a fun game. When I passed this board and also in those attempts when I got near to passing I hardly noticed any jelly fish at all. Your finding is enlightening!

Unfortunately I had a free UFO and 30 minutes of striped/wrapped active.
The first five attempts were abysmal in that the Fish and UFO did not not target the Magic Mixers at all.
On my sixth attempt all that changed and the UFO (2 of them) cleared the Mixers.
I had two moves left
After 50 attempts with only the colour bomb I gave up and added the other two starting boosters. I am not sure if this triggered it, but I suddenly got lucky on the next, 51st attempt:
I have even two good options now. And look: the elusive double colour bomb combo shows up, just because I played all three starting boosters? This does go to show that the game senses what boosters we play and assigns us the board accordingly.
I get luck on this board with almost every move. This is the result after striking the double colour bomb combo, which immediately gives me a second coconut wheel!
I continue with my favourite method of creating any wrap or stripe I can see. I am also careful to use the coconut wheels to their best potential. Here for example:
I can strike it downwards to free the first dragon, clear the marmalade and hit the mixers all in one go.
Now the game rewards me with the chance to make another colour bomb by matching the five orange at the top. I don't yet know what it's good for, but with 10 moves left I always take every chance to make a special candy. always. That's how a true lucky board works and this is one of those. So they do still exist 😅

Now the 9 moves or less point is reached where I always slow down and think. And I spot a great move here: If I match the three purple candies underneath the colour bomb (that I got as a free gift out of nowhere) I can create a colour bomb + stripe combo:
These two moves are clearly the ones that were written into the game as a winner. The last dragon isn't even on the board yet, I have eight moves left to clear the board, but look at the surprising outcome as I strike the combo:

In true Candy Crush 2025 fashion the game lets you get closer after so many attempts, but in the end you will find that the only sensible option is to pay 10 gold for hundreds of extra moves. Sad times.

No it didn't. There were very few move options early on and I made all the most sensible ones. After the initial board the luck dried up already.

I am currently testing out if there is a solution. To pass you would need to play a colour bomb starting booster and the "luck" to have two colour bombs side by side on your starting board.
I have bought indefinite lives with gold and the daily treat machine gave me one hour of free timed colour bombs, so I can test this out for a lot of attempts.
My first 17 attempts I do not get the luck I need. You might also need to play a free hand switch to get two colour bombs side by side.
