Please note that same kind of error was there in macbook 3 days ago. Check this error.
Message “in app purchase is not supported. Machine licensed app does not support in app purchase. “
So for this error it was advised to reinstall the application. But as you are using ipad so you may apply it if nothing is working for you.
But please note that you will lose all your boosters and lives but your progress and goldbars will be saved and recoverable.

Hello @ColleenG - I am sorry to hear you are still having this problem. I think it must be something specific to your device, since as I mentioned above, I do not have this issue and was able to purchase some Gold Bars yesterday on my mini iPad.
Unfortunately as mentioned above, you will lose any non-purchased boosters and any saved lives when you de-install the app, so you may want to use some of them up before you reinstall the game. I am very sorry this happened to you and maybe Player Support might have different advice for you, before you go ahead and de-install your game.
I have reported the issue to the Community Managers since several players have reported this issue. We will see what the studio says.
