Eradicate useless boards

Here's an idea. Why not eliminate the boards that provide no moves that will advance the game or give you a chance of winning? I've just played 3 in a row on level 2382 where of the 31 moves available, 27 or 28 were the only options available on the board, leaving me with 3 or 4 moves to actually break some frosting and advance the game.
