Not getting winter cup competition option in my phone

I'm sorry for your loss but you should've asked here before doing something as drastic as reinstalling the game. As an iOS device user, you could've backed up your game onto iTunes/iCloud (not too sure, since I'm an Android user, but maybe both apply) and reportedly restore not only your progress but your boosters as well. I'm afraid nothing can be done about recovering your boosters because, as already explained above, they are stored locally and are therefore lost when game (or app dataβ) is deleted.
Your level progress and gold bars (and friends), on the other hand, are stored both locally and on the game server, provided you are logged into your game account via Facebook or your King account. Did you have one and were you logged in with it? If yes, then you can retrieve your progress by logging in again. If not, you're going to have to contact Support (can be done from inside the game app as well) and hope for a timely resolution.

I'm afraid it's too late to join the Winter Cup tournament at this point, as the Qualification stage has long since ended and the Semifinal is now ongoing.

May I request unlimited the normal map level (not only have new 45 or 60 levels) during to play the Winter Cup from 4th to 9th January after finished to play the Star Tournament on 4th (Wed) January?
It is because it will effect to get the blue snowflake candies score by decuple (eg. in a normal map level if I got 160 blue candies multiplied by 10 = 1,600).
Otherwise, I need to play the past map levels then the blue candies score will not have decuple.
