I apologize for my delayed reply! I was having trouble posting my reply for a while!!
Since you are using an Android cellphone, I am assuming that you have internet connection through Wi-Fi!
Can you please disconnect the Wi-Fi and connect to the Mobile Data and see if that works to make purchases in the App Store?

So sorry! I did not get a chance to get back to you yesterday!!
As I promised above, I have asked our Community In-charge and she told me to suggest you to try the steps in HERE.
If this also does not work, only remedy that is left out is to reinstall your game!! But, please be aware that when we delete the game App, all our stored boosters and lives will be deleted as well!!
So, please go ahead with the reinstalling step only if you do not have any (or much) saved boosters!! Please post back and let me know if I can assist you with anything else!
