Luckily I was given an hour of free lives when I logged into the game this morning, so I could try out level 525 for a full hour. I must report that is does not play as easily at all as it did for me on March 12th, so King have changed the algorithm for this level. I tried the level both with and without starting boosters and failed repeatedly. Occasionally I got close, which I think is deliberate to persuade players to pay to move on.
The general strategy for this level is to try to break the frosting as early as possible by making matches next to it. If you get a wrap/stripe combo near the middle that is the best start. The horizontal stripes fall with each move, so concentrate on bringing those down and then try to detonate them in a way that will hit those dragons still covered in jelly. With so few moves you need a lucky board. I think King have made this level harder to pass since I last tried in on March 12th and the game has repeatedly advised me to make the wrong first move, so today my advice would be to not follow the recommended moves. I finally passed after 58 minutes continuously trying the level again and again. Like on March 12th it was when my colour bomb and wrapped candy were next to each other on my starting board. I had played all three starting boosters here. Oddly the game recommended me to make a nonsense move here, but I chose to make the wrap/colour bomb match.
After that I tried to get as many of the horizontal stripes down as I could and free the dragons. Here on the screenshot below I have the horizonal stripe down where I need it to free the last two dragons and also bring down more stripes from the top. There is also an opportunity here for matching the four greens to create a vertical striped candy to hit the frosting, so I also make that match, which is important if I want to pass this level.
Then I swipe those two at the top together to break the last frosting below. The vertical green stripe helps to remove the second layer in the same move.
And finally the game leaves me lucky and I can make the winning match.
This winning board is very similar to the one I had on March 12th! So my advice is that if you have timed boosters keep at it until your colour bomb and wrap are placed next to each other and then be careful about your next moves and hopefully you will pass. Otherwise, I would advise to pay the 10 gold for one set of extra moves when the game offers you enough to pass. The third option would be to wait until the design team make the level easier to pass.

I actually did check this level out on March 12th for another player and posted my response in this older thread below. I hope you can access my answer in the link below.
I found it possible to pass this level using pre level starting boosters, but I will try the level out again today, to see if the same method I used then still works.

Is there a moderator on the forum anymore? This glitch just started today, the new levels that were just added are not syncing across my devices. All are up to date. It's also been saying occasionally about no connection, but closing out the game and restarting seems to take care of that. The real issue is the syncing…
Anyone else have an issue with the booster wheel not letting you spin? Mine says come back in xxx hours for the next spin, but the next spin never comes. I am so stuck on level 7280 and I need some booster help!!
