Today I tried many times but always failed. This level has 13 moves only, but 13 is an unlucky number. Please add moves for now, it must be 30 moves.
I have scold for hard levels many times on FB page. I would like to say again: WHAT THE F*** GAME!! GOD SAVE THE QUEEN!

If you only get 13 moves then probably King have made this a pay to pass level. The best hope is that not many players will agree to pay to pass and then King will increase the moves again if players refuse to pay and get stuck at this level.

You said that "King have made this a pay to pass level", I need to buy gold bars then to pass level probably. I am in China now, and I can't pay via Chinese payment platform, so the possible solution is go to Hong Kong to buy a Google Play gift card, then use demo phone to sign in my Google and FB account to download CCS, then redeem my gift card to my account, and I can buy enough gold bars to play. I've said everything I need to say.

Absolutely no, don't do that! I would NEVER suggest anyone spends money on this game! Not real money. If you are out of gold bars then don't play. Below there is a thread link with some ideas I gathered previously of what can be done if you are stuck on impossible levels with no gold or boosters. I am sorry this may mean not playing Candy Crush any more, but that is a far better solution than what you are suggesting! Being a pay-to-pass game now does mean that we either need to budget our gold bars right from the start of the game (I mean levels 0 to 200) so we will never run out, which I think may be possible, or quit once the gold has run out. Never start paying for this game, because once you do you will have to pay more and more a few levels later and this game is not worth spending money on, it's just not that good a game!
