Do you happen to play via Facebook? According to the Help Center on the right side :
“Please note that this game mode is not available to play on Facebook.“
Or do you have another device? First I didn’t have the Soda Summer Vacation on iPad, so I thought let’s see on my Android phone (I have a King account). I did have the event on the phone and 2 days later also on the iPad. You could try different things...

As our Game Expert @Yosca says HERE, the event can disappear temporarily and come back with the next step of Kimmy's Summer journey a bit later. 😊
On the other hand, in every event there is always a small group of people who don't get the chance to play it- they may get other challenges instead.
However, to find out if you're in this group or not, please make sure your app is up to date and you play connected to a King account or a Facebook account.
The event is not available for the ones who play through Facebook on a PC.
