I have players in King community pop up to send lives to on log in, which I always do, but I rarely ever get a life in return. Is there any way I can swap these for more active players

don't get level 1416
When I completed Level 1415, the game said "NEW CITIES ARE COMING SOON". But, I read in the COMMUNITY there is level 1416. How do I get it?
