The price that is displayed on the buy button is the the price the charges you through Facebook.
Have you checked the payment method provider if they have any additional charges on the purchases? e.g. PayPal, your bank, credit card provider.
They may have additional charges that Facebook who handles all transactions have no control over.

If it's still not worked, you can click on "Contact Us" then you ask a problem and send Game ID (How to find your Game ID) that I hope they will help you but it taken longer.
