I spent the total of $1.06
for something that cost only .99$ and haven't received it. This has happened way to many times and was wondering why does that happen

I'm not understanding what does Google Play Support has to do with me not getting what I purchased
I bought 100 gold bars. I tried 3 times to refill games - the game took my 9 bars but did not give me the plays.
They're going to tell you to speak with Google Play Support

Your receipt that you posted states "GOOGLE" which indicates that you play on an Android?
If you play on an Android device and therefore make all in-app purchases through Google Play Store with your Google Play account, it's Google who can refund you any broken or non-received purchases.
