Overall though I agree with Christine and think this issue is less of a glitch and more a deliberate mechanic of the game the aim of which is to persuade people to buy extra moves
This issue has been going on for years and there used to be a collection thread. The fact that that thread has been archived and everyone now just receives a cut and paste answer that the issue is being investigated tells us everything we need to know.

This happens occasionally and you are not the first to report this. Once the level is failed, because you were unable to match the candies on your last move, sometimes candies drop from the top to make a match after the level was already failed. It was not you that matched those three orange candies at the bottom, it was a faulty algorithm and it won't count. Or maybe King do this deliberately so players can see how very close they are and will be encouraged to pay to play on. If you played on, you would not need to make a single move. It does seem very unfair, but that is how the game is being manipulated.
On another note, if you have adverts for extra moves and boosters in your game, do not spend any real money on the game or your ads will disappear.
