Fish attacking proper items?

If the fish are supposed to take out the most difficult candies, please explain why, in level 6352, they've never attacked the chocolate spinner, but have no issue destroying my chocolate bombs! Please fix this, I've played this level at least 40 times. Useless booster, let's fix something that can turn a positive level played into a catastrophe.
