Yes this is true. I tried milestone challenge after reading this thread and passed only one out of five levels so far. Some of these levels are very hard to win.

At last I won the milestone challenge . I had to use one lollypop hammer on 5th level. Other than that did not used any boosters. The screenshot is after 4th level.
If you want the levels badge then this challenge is worth it.
